Civil Service Reform in Comparative Perspective: The Case of Local Government Change in Mexico and the United States

This case study compares civil service reform efforts in the State of Mexico and Summit County, Ohio. Historically, recruitment and selection of government employees has been the most controversial and politically charged personnel endeavor. Thus, this case examines the political environment within which civil service reform is being attempted in both jurisdictions. Data for this study were collected from interviews with high-ranking state and county administrative officials in both jurisdictions.

This study found that the search for an ideal civil service has caused both systems to become mired in politics and unrealistic objectives. Both Mexico and Summit County have struggled to change the realities and the public perception of its civil service systems. Both suffer in comparison to models available to the public. Political leadership of Mexico and Summit battle the public vision of the proper way of operating a civil service system.
